Taungurung Land and Waters Council

The position is responsible for the operational management and administration of TLaWC’s responsibilities under the Land Use Activity Agreement (LUAA), an agreement which forms part of Taungurung’s Recognition and Settlement Agreement (RSA).

Key Duties

1. Have managerial oversight for the operations of the LUAA.
2. Lead LUAA classifications and negotiation discussions with land managers with a view to caring for country and securing community benefit for the Taungurung community.
3. Oversee and support LUAA administration staff and contractors in all LUAA related activities, including notification assessment and file management.
4. Support the provision of professional, technical, planning and communication services in relation to the implementation of the LUAA.
5. Support the development of policy and strategy settings against agreements outcomes.
6. Identify technology systems and database improvements for LUAA notifications
7. Assist in developing partnerships with relevant government departments and agencies in the implementation and operation of the LUAA.
8. Work closely with TLaWC on-Country teams, including Biik Environmental, to provide advice and direction regarding TLaWC LUAA implications for projects and activities.
9. Assist in the provision of advice on the implementation of RSA activities in relation to the aspirations set out in the Taungurung Country Plan and TLaWC Strategic Plan.
10. Participate in the education of the public with respect to the Taungurung agreements.
11. Ensure that the Land Use Activity Agreement is administered appropriately within agreed timeframes.

Selection Criteria

Required knowledge and skills

1. Degree qualifications in a relevant discipline – such as the following: project management, law, natural resource management, public administration.
2. Demonstrable analytical and problem solving skills.
3. Good communication and relationship-building skills and an ability to relate well to agency partners and other stakeholders.
4. Previous experience in the management of staff
5. An ability to work well as part of a small team committed to Taungurung benefits and wellbeing.
6. A demonstrable ability to manage and organize work in order to meet deadlines and budgets.
7. An understanding of the historical and legal context of the RSA and of its significance for the Taungurung people.
8. A high level of computer literacy, including mapping software, as well as the standard MS Office applications.
9. A sound understanding of all the components of the Taungurung RSA.
